Need some consolidation of Plugin buttons in GUI

I'm not completely sure how to explain this... There seems to be a lot/too many buttons related to Plugins and it's not really apparent how they are different or in what sequence they should be used.

Also, for example, the firefly plugin has "Enable" in two different popups, but only the one in the tree on the left seems to set the enable variable in rc.conf, the other one (Edit) doesn't seem to do anything.

There needs to be some differentiation between the Plugin Jail/settings and the Plugin settings.

This has been some rework done for upcoming BETA3. Hopefully things are a bit more clear.
