Reboot screen should have red warning window

Description

When one clicks the reboot button in the GUI, it doesn't display a red background like shutdown does. The user should get the idea that rebooting will interrupt service, similar to how shutdown does.

Fixed in trunk as r10554 and on 8.0.x as r10555.
