After rereading the above KB article, I think that my original observation was incorrect -- my guess is that the problem originally demonstrated with it not working is that the above username isn't handled properly in the middleware... but again, that's a guess...
Although I "demonstrated" the issue with Japanese, others who were FreeNAS users and TrueNAS customers ran into the issue with simpler cases dealing with umlauts, accent marks, etc with earlier versions.
I've changed the ticket to reflect the current proposed issue.
