Add network monitoring for UPSes

Description

As noted in ticket 258, network support for UPSes should really be added into FreeNAS. A customer has also requested that we add this support as well, and I suspect another customer has requested this support too.

  1. We need to acquire a UPS and determine what requirements need to be for configuring the device.
  2. We may need to import the apc upsd (or not... depending on how well things work).
